Dry rocky sagebrush, Symphoricarpos, Gambel oak, or spruce-fir vegetated slopes.
Distribution Range: 
Wasatch Range from Franklin and Bear River counties, Idaho, south in Utah to Mt. Nebo, Juab County, the Canyon Mountains, Millard County, and the San Pitch Mountains and North Wasatch Plateau of San Pete County, and sporadic across the Uinta Mountains to Mt. Watson, Uintah County, then recurring on the Kolob Plateau and Pine Valley Mountains. of Washington County, Utah.

Penstemon leonardii grows sympatrically with closely related P. patyphyllus and P. sepalulus with no apparent cases of hybridization. These three species may have evolved allopatrically and migrate to their present sites following climatic changes. The presence of a disjunct in southwestern Utah of P. leonardii and of the closely related P. patricus in the Deep Creek Range across the Bonneville Basin is suggestive of such a past. A specimen at NY purportedly from Horse Canyon, White Pine Co., Nevada (no mountain range given but may be in the northern Snake Range) may be a case of unintentional substitution of labels. The specimen matches the southwestern Utah plants.
